Ayushman Bharat Yojana - PMJAY

In 2018, Ayushman Bharat Yojana, also known as Ayushman Bharat Pradhan Mantri Jan Arogya Yojana Scheme or AB-PMJAY Scheme, a National Health Protection Scheme, was launched by the government of India. It focuses on the needs of poor and rural households, and hence it is financially valuable for both poor and needy families in urban and rural areas. Under this scheme, the citizens can avail best healthcare services with an insurance cover of up to Rs. 5 Lakh for each household per annum for secondary and tertiary hospitalisation expenses. It is a paperless insurance scheme and provides cashless hospitalisation cover at network private hospitals and public hospitals. It includes expenses for around 1400 exorbitant treatments such as knee replacement, skull surgery, etc.

In the Union Budget 2023-24, Finance Minister Nirmala Sitharaman allocated Rs 7,200 crore to the Ayushman Bharat - Pradhan Mantri Jan Arogya Yojna. This is an increase of 11.5 % (Rs 743 crore) from its FY23 allocation of Rs 6,457 crore.

How does the PMJAY scheme work?

The scheme covers medical expenses for secondary care and most tertiary care procedures. The beneficiaries need not pay any premium for the insurance cover. The insurance includes pre- and post-hospitalisation expenses.
All the network hospitals will have ‘Ayushman Mitra’, a person recruited to manage the beneficiaries of the scheme and provide assistance to patients. A helpdesk will also be present at all the network hospitals to verify eligibility, authenticate documents, and assist in the enrolment process.
Eligibility shall be checked by various processes, which include inspecting letters with QR codes that belong to be beneficiaries and authenticating the same. For enrollment, certain documents will be required. A bank account is the most basic of these requirements.

A few features of Ayushman Bharat Yojana are as follows:

  • It offers a sum assured of Rs. 5 Lakh per annum for each household enrolled under this scheme.
  • It is intended specifically for individuals who are below the poverty line.
  • Cashless healthcare services is offered to beneficiaries in any of the private network hospitals and public sector hospitals.
  • Certain pre-existing diseases are also covered under this scheme.
  • It offers recompensation for the transportation expenses incurred by the beneficiaries during the pre-hospitalisation and post-hospitalisation expenses.
  • Under this health scheme backed by the government, various healthcare and wellness centers would be established according to the socio-economic caste census data.

  • A health insurance cover of ₹5 lakh per family per annum
  • Provision of cashless health insurance to over 10 crore poor and vulnerable families in the country
  • Coverage for hospitalisation expenses for up to 3 days
  • A post-hospitalisation cover of up to 15 days, including the expenses for diagnostics and medicines
  • No limit on the number of family members one can cover under this scheme
  • Coverage for 1,393 medical procedures and all the costs pertaining to those procedures
  • Coverage for the expenses for drugs, physician's fee, surgeon's fee, OT and ICU charges, room charges, etc.
  • Coverage for accommodation expenses
  • Coverage for food expenses
  • Coverage for the cost of Medical Implantation Services

What Is Covered Under Ayushman Bharat Health Insurance Scheme?

Some of the major benefits of the Pradhan Mantri Jan-Arogya Scheme under the Pradhan Mantri Ayushman Bharat Yojana are as follows:

  • Coverage includes expenses for medical tests, treatment and consultation fees.
  • Under this scheme, the beneficiary is offered coverage for pre-hospitalisation expenses and expenses for post-hospitalisation is offered for up to 15 days.
  • Ayushman Bharat Yojana scheme offers coverage for medicine consumables, medicine cost, hospitalisation accommodation expenses, ICU and Non-intensive services.
  • The beneficiary is also offered coverage for expenses incurred towards diagnostic procedures, complications that arise during treatment and similar expenses.
  • It also offers coverage for medical implantation services wherever needed.

  • Prostate Cancer
  • Carotid Angioplasty with stent
  • Skull base surgery
  • Coronary artery bypass grafting
  • Anterior spine fixation
  • Pulmonary Valve Surgery
  • Surgery for Double valve replacement

Pradhan Mantri Ayushman Bharat Yojana Eligibility Criteria

 

For rural recipients


All families residing in any rural area in India and fulfilling one or more of the deprivation category mentioned below are eligible for availing the Pradhan Mantri Ayushman Bharat Yojana.

 

Deprivation Category Description
D1 Families living in one room with under constructed walls and roof
D2 Families with no adult member in the age group of 16 to 59 years
D3 Families who have no male members between the ages of 16 and 59 years
D4 Families that have adult members with disabilities
D5 Families belonging to the Scheduled Castes or Scheduled Tribes
D7 Families that have no land of their own and earn their income, at least in part, from manual casual labour

Apart from the above-mentioned deprivation category, the following people are automatically eligible for enrollment under this scheme: people living on charity, households engaged in manual scavenging, families belonging to primitive tribal groups and legally released bonded labour.

For urban recipients

People living in the urban areas of the country and engaged in any of the following occupations are eligible to be enrolled in the Pradhan Mantri Ayushman Bharat Yojana: ragpicking, begging, domestic labour, street vending, construction work, plumbing, masonry, welding, sweeping and sanitation work, artisanship, handicraft work, and tailoring, driving, cart pulling, rickshaw pulling, working in shops, as peons, attendants, or waiters, working as an electrician, mechanic, and repair, and assembly worker, and working as a watchman or delivering laundry services.

Who All are not Eligible to Receive Coverage Under PMJAY Scheme?

The following individuals are not offered coverage under Ayushman Bharat Health Insurance Scheme:

  • Individuals, who own vehicles such as cars, three-wheeler and two-wheeler
  • Individuals with a monthly income of more than Rs. 10,000
  • Government Employees
  • People having farming equipment, machinery, motorized fishing boats and a kisan card.
  • People living in proper houses or having agriculture land more than 5 acres.
  • Individuals employed under non agricultural enterprises run by the government.

Documents Needed to Register for Ayushman Bharat Yojana Scheme

You require the following list of documents to apply for Ayushman Bharat Yojana Scheme:

  • Identity and Age Proof (PA Card/Aadhar Card)
  • Contact Information (email. Address, mobile number)
  • Income Certificate
  • Caste Certificate
  • Document proof for the present status of the household to be covered (whether nuclear or joint)

Yes, coverage for cancer treatment is offered under PMJAY scheme.

Ayushman card will include the names of all those who are eligible for the Ayushman Bharat Yojana scheme. It will be attached to a personalised letter that informs every beneficiary about the scheme’s salient features.
