How to Register Vehicles at RTO Karnataka?

    Vehicle registration at Karnataka RTO can be done in two methods, through the vehicle dealer from whom you have purchased the vehicle or by yourself. The dealer of the vehicle can register the vehicle on your behalf. It provides you with a temporary registration number before final registration. A temporary registration number is valid only for a certain period and you would have to take a permanent registration number from the nearest RTO. You can do so through your dealer or yourself by visiting the nearest RTO. Moreover, the registration procedure differs for private vehicles and commercial vehicles. To register your vehicles at RTO Karnataka yourself, follow the steps stated below:

    • Visit the nearest Regional Transport office with your new vehicle that you want to register

    • Duly fill and submit the application form, Form 20 with other relevant documents required for vehicle registration

    • The Superintendent of the RTO would then scrutinize and inspect all the submitted document

    • Then pay registration fees as per the type of vehicle you are registering and also pay tax at the cash counter of the RTO

    • The inspector would then inspect your vehicle before issuing the registration certificate

    • Karnataka RTO office would enter the details of your vehicle in its central database for verification by the RTO superintendent.

    • The Assistant Regional Transport Officer would then approve the registration after which the registration certificate would be granted

    • The RTO office of Karnataka would then begin the smart card process and deliver it by post to the applicant at the registered mailing address.

List of documents required for Vehicle Registration at RTO Karnataka

    Here is the list of the documents which are required to be submitted at Karnataka RTO for the registration of your vehicle:

    • Form 20: Registration form of the new vehicle

    • Form 21 Sales Certificate

    • Form 22A, or the manufacturer’s road witness certificate

    • Form 28 No-objection certificate from the financier if the vehicle is purchased on loan

    • As per the Supreme Court's order, it is now mandatory for people buying a car to purchase a third party car insurance with a three-year policy tenure. On the other hand, a 5-year third party bike insurance policy is compulsory for new two-wheeler registration. However, suppose a bike owner opts for a comprehensive two wheeler insurance policy, we offer package cover with one year of own damage and five years of third party cover. If a person opts for a comprehensive car insurance policy for a private car, we offer a bundled policy of one year of own damage and three years of third-party cover.

    • Form 60 or PAN card of the applicant or vehicle owner

    • Resident proof of the applicant

    • Passport size photographs of the applicant

    • Customs bills if the vehicle is imported

    • Vehicle’s purchase invoice

    • TCR and TCA forms for vehicles to be used for commercial purposes

    • Proof of payment of relevant application fees

    For vehicles purchased outside Karnataka, a proof of payment of entry tax is also required.

Functions of Karnataka RTO

The primary function of RTO Karnataka is to make sure that the people in the state abide by the the laws and regulations prescribed under the Motor Vehicles Act, 1988. RTO Karnataka has the major function of enforcing the Motor Vehicles Act and .It also provides other functions which are listed as follows:

Registration of Vehicles
The RTO maintains an updated and proper record of the vehicles registered in the state. Every individual is required to register their vehicle in Karnataka at the nearest RTO. RTO issues a registration certificate to eligible applicants and also has the authority to impose a fine if it finds any vehicle plying on the road without a valid registration certificate. It provides other registration-related functions such as renewable of registration, transfer of ownership in the registration certificate, issuance of duplicate registration certificate, change of registration details, recording hypothecation or hire purchase agreement, issuing no-objection certificate in case of transfer of vehicle from one state to another, issuance of fitness certificate and pollution under control certificate, etc.

Implementation of the Motor Vehicles Act and Rules
RTO is primarily responsible for imposing the requirements of the Motor Vehicles Act of 1988, rules framed under the Central Motor Vehicle Rules of 1989, the Karnataka Motor Vehicles Rules of 1989, the Karnataka Motor Vehicles Taxation Rules of 1957 and the Karnataka Motor Vehicle Taxation Act, 1975. It is mainly responsible for regulating the use of motor vehicles in the state to ensure continuous road transport expansion and growth. Karnataka RTO officers are also entitled to check whether the vehicle is running on the road with a valid motor insurance policy. If a traffic cop catches a person driving without a motor insurance policy, they must pay hefty fines.

Issuance of Permits to
Transport Vehicles
RTO issue various types of permits for driving the vehicle outside the state of Karnataka or outside India. It issues international driving permits for applicants who want to drive their vehicle outside India with an Indian driving license, national permits for commercial vehicles carrying goods from one state to another within India, all-India tourist permits for the tourist, commercial vehicle permits for carrying goods from one place to other within Karnataka, passenger-carrying vehicles such as chartered bus, taxis, rental cabs, auto-rickshaws, e-rickshaws, etc. and other temporary permits as it deems fit.

Issuance of the Driving
Licence
RTO is authorised to issue a driving licence to eligible applicants. As driving without a valid licence is a criminal offence in India, RTO offers various license services such as issuance of learner's and permanent driving licence, issuance of duplicate driving licence, renewal of license, issuance of a licence for conductors of commercial vehicles, motor vehicle driving school and instructors of professional driving coaching. Karnataka RTO also conducts driving tests before issuing a driving licence.

Awareness and Programs
on Safety on Roads
The regional transport office also performs this important function and continuously makes all of us aware of safety measures on roads. It oversees whether the law and rules related to speeding, traffic and road safety are followed by the public. Karnataka RTO ensures that all the vehicles have valid third-party liability insurance as per law. It creates awareness amongst the public by conducting various programs and activities.

Controlling the level
of Vehicle Pollution
Appropriate scrutiny of the vehicles plying on the roads of Karnataka is done by RTO at necessary checkpoints to ensure compliance with motor safety requirements. RTO conducts vehicle inspections to check it has valid and updated (PUC) Pollution under Control certificate and it is a proper state to ply on the roads of Karnataka. RTO also issues PUC certificates and fitness certificates after inspecting the vehicle.

Collection of Taxes
on Vehicles
Karnataka RTO performs a significant function of tax collection especially road tax which is a huge source of information for the Karnataka Government to maintain the roads and the necessary infrastructure. It also collects the IMV (Inspector Motor Vehicle) fees for inspection of the motor vehicle to the relevant norms and rules.

Issuance of
Fancy Registration Number
RTO, on an application, can issue a fancy registration number to a vehicle by payment of additional fees. If you want a unique identity for your vehicle, you can apply to RTO Karnataka for the issuance of a fancy registration number.

Environmental Safety
RTO also addresses certain environmental concerns as stated in the Motor Vehicles act. It conducts testing centres of PUC (Pollution under Control) and conversion of LPG or Natural Gases from petrol or diesel to safeguard the environment.

RTO maintains the database of the vehicles plying on the roads of Karnataka along with the details of driving licenses, certificates and permits issued by it.

Fees of RTO Karnataka

For registering a vehicle in Karnataka, the owner has to pay a registration fee to the RTO. The dealer will charge a registration fee and the actual vehicle cost if they take care of the registration process. The charges for various types of RTO fees in Madhya Pradesh are as follows.
