What is RTO?

Uttar Pradesh is the most populated state located in Northern India. Uttar Pradesh has 76 RTOs (Regional Transport Offices) that carry out all transport-related activities in the state. These offices are functioning under the Uttar Pradesh State Road Transport Corporation. The establishment of the RTO in Uttar Pradesh was permitted by Section 213 of the Motor Vehicles Act of 1988.

Enforcement of traffic laws, collection of road taxes, issuing driver's licences, vehicle registration, and other related services like vehicle ownership transfers, HP addition/termination, vehicle NOC, etc., are all handled by the Uttar Pradesh RTO office. RTO Uttar Pradesh is mainly in charge of enforcing road traffic regulations as per the Motor Vehicles Act in the Uttar Pradesh region.

How to Register Vehicles at RTO Uttar Pradesh

According to the Motor Vehicles Act of 1988, a vehicle must be registered with the RTO Uttar Pradesh before being used for local public transportation.

    To register vehicles at RTO Uttar Pradesh yourself follow the steps stated below:

    • Visit the office of the local Regional Transport Department with your new vehicle that you want to register

    • Duly fill and sign Form 20 which is the form for application for new vehicle registration and submit the form with other relevant documents

    • RTO Superintendent would scrutinize and inspect the document

    • Then pay the required registration fees and tax on the cash counter

    • The inspector of the motor vehicle would inspect your vehicle before providing the registration certificate

    • The respective RTO office would enter the data of the vehicle in the central database which would be verified by the superintendent of the RTO

    • The registration would be done and approved by the Assistant Regional Transport Officer

    • The RTO office would then initiate the smart card process and deliver it to the applicant at the mailing address by post.

List of documents required for Vehicle Registration at RTO Uttar Pradesh

    Here is the list of the documents required for the registration of your vehicle at Maharashtra RTO.
    However, before arranging these documents, have a motor insurance policy for your vehicle.

    • Form 20: form for registration of the new vehicle

    • Form 21 Sales certificate

    • Form 22A, or the road witness certificate of the manufacture of the vehicle

    • Form 60 or PAN card of the vehicle owner

    • Form 28 Financer’s no-objection certificate in case of vehicle purchased on loan

    • As per the Supreme Court's order, it is now mandatory for people buying a car to purchase a third party car insurance with a three-year policy tenure. On the other hand, a 5-year third party bike insurance policy is compulsory for new two-wheeler registration. However, suppose a bike owner opts for a comprehensive two wheeler insurance policy, we offer package cover with one year of own damage and five years of third party cover. If a person opts for a comprehensive car insurance policy for a private car, we offer a bundled policy of one year of own damage and three years of third-party cover.

    • Resident proof of the owner and passport-sized photographs

    • Customs bills for imported vehicles

    • Purchased invoice of the vehicle

    • Passport size photographs of the applicant

    • TCR and TCA forms for vehicles purchased for commercial purposes

    Payment of application fees

    Proof of payment of entry tax for vehicles purchase outside Uttar Pradesh.

Functions of Uttar Pradesh RTO

RTO Uttar Pradesh primary function is to ensure that the people strictly adhere to the laws and regulations prescribed under the Motor Vehicles Act of 1988. In addition, RTOs in Uttar Pradesh have the significant function of enforcing the Motor Vehicles Act and Maharashtra Motor Vehicle Rules. It also provides other functions, which are listed as follows:

Revenue Collection
The government imposes a road fee on several types of cars, which must be paid by all vehicles. The size and kind of vehicle affect the tax rates. Motor Vehicle Tax is the term used to collect these fees (MV Tax). The relevant RTO in that area is in charge of it. In addition, RTO collects International Multi-purpose Vehicle (IMV) payments. For departmental action cases, there are additional fees.

Vehicle Registration
The RTO is in charge of motor vehicle registration. In addition, it issues NOCs and issues transport licences (No Objection Certificates). A NOC is necessary when transferring a vehicle's registration from one RTO to another state's RTO. It involves driving a car bought in one state into another. As a result, if a vehicle is sold, the RTO is also concerned with updating the registration of the vehicle with the new owner.

Issuing Licenses
The RTO issues driving permits to drivers. The RTO conducts driving tests to gather all necessary information about the driver. The permitted class of cars is checked. The RTO issues a learner's licence or permanent, commercial, or international driving permit. It handles licence renewal and duplicate licence issuance. It also matters if the vehicle has the gear or not. A different licence is required depending on whether the vehicle is used to transport passengers or goods.

Vehicle Inspection
The RTO conducts periodic inspections of the vehicles. It is done to inspect the state of the moving cars on the road. As a result, they verify the pertinent paperwork and the registration status of the automobiles. Whether they possess a current, valid No Pollution Certificate (NPC), they check to determine if the car is safe to drive and worth taking out on the road.

Issuance of Permits
If your vehicle is registered in one state and you want to take your vehicle to another state or union territory for a short period without transferring your vehicle registration, you can apply for a permit with Uttar Pradesh RTO. It can issue national permits for commercial vehicles which carry goods from one state to another within India. The commercial vehicles also require permits from RTO for carrying the goods from one place to another within a state.

Road Safety
RTO must ensure that all motor vehicles abide by traffic laws and do not exceed the posted speed limit. It made sure that everyone followed the rules of road safety. It ensures drivers abide by the Motor Vehicles Act to reduce unnecessary hazards. The RTO also records whether third-party liability insurance is present on every registered vehicle. If proven to be without insurance, it may cancel the driver's licence or the vehicle's registration.

Environmental Norms
By monitoring the level of pollution coming from vehicles on the road, the RTO can determine how well they can handle environmental issues. As a result, the RTO issues vehicles with a Pollution Under Control (PUC) Certificate. It examines the equipment and vehicle's overall condition.

Maintenance of Database
of Vehicles
Uttar Pradesh RTO maintains the database of the vehicles registered with them along with the details of the owner. It also maintains all the details of the transfer of registration to other states and the renewal of certificates and licenses.

Uttar Pradesh RTO create awareness among the public of the safety measures to be followed on road and encourage the public to follow the measures by taking various initiatives.

Fees of RTO Uttar Pradesh

While registering a vehicle in Uttar Pradesh, the owner must pay the RTO a registration fee. If the dealer does the registration process, the dealer may charge the registration fee along with the actual cost of the vehicle. The charges for various types of RTO fees in Uttar Pradesh are as follows:

Frequently Asked Questions on Uttar Pradesh RTO

The Uttar Pradesh State Road Transport Corporation has currently 76 RTO offices operational.
Renewal fees for driving licences are 200 rupees. After the grace period, late application fees for driver's licences are 300 rupees.
The RTO must receive an application in Form 20 for permanent vehicle registration.
Along with this application form, PUC certification, certificate of roadworthiness, insurance document, address validation, and testimony that has been notarised should be submitted to the RTO.
Getting a learner's permit does not require a trip to the RTO. The UP government has developed A "faceless" RTO service to let people apply for driving licences from home.
The delivery of the permanent driving licence follows the successful completion of the driving test and typically takes 30 days.
