While a dealer can issue a temporary number, it is the RTO, Regional Transport Office, that is the authority on the issuance of the permanent registration number. All kinds of vehicles, private as well as commercial, have to have a registration number.

When you buy a vehicle, you may not be able to get a permanent registration right away. In such a scenario, your bike dealer would give you a temporary number so that you can drive your bike.
The temporary vehicle registration number is given to your car temporarily, till the time your bike does not get a permanent number. But despite its temporary nature, it is an important formality. The temporary number allows you to ride your bike on the road. Driving a vehicle without a registration number is illegal, and can put you in trouble.
The temporary number is valid for 30 days, and within this period, you would have to apply for a permanent number from the RTO. Make sure that once you receive permanent registration for your bike, you notify the insurance company about the same. The insurer will then update your insurance policy.
Note: If, for some reason, you are unable to get a permanent number, you will have to get an extension of the temporary number from the RTO.

Yes, even with a temporary vehicle registration number, you would be able to make a bike insurance claim, however, keep in mind that the damages to your bike would be covered only when you have comprehensive bike insurance . Third party insurance does not offer this kind of coverage.
Process of Raising Bike Insurance Claim with a Temporary Registration Number
The procedure of raising a claim for your bike with a temporary number is similar to a regular one. Here are the steps that you need to follow:

3. At the garage, a surveyor from the company would inspect the damage. Once the claim is approved, the repair work will begin.

• Network Garage
At a network garage, you would be able to avail the advantage of a cashless claim. Here the insurance company will clear the bill directly with the garage.
• Non-network garage
In a non-network garage, as discussed above, you’ll have to clear the bills yourself first. You can request reimbursement after the repair is complete. You would have to fill in the claim form and submit all the bills and receipts for the repair work.
At both kinds of garages, the company would pay for the covered expenses only. Uncovered expenses would be borne by you.
